For calls to China dial 0086 (number), for SMS to China dial +86 (number). Cheap calls are available through IP card for international calls.
Calls from China:
When you are in China dial +code of your country(number) to call abroad, dial+86 (number) to call to local China number when using your phone in roaming.
For calls from Chinese mobile number to other local mobile number dial the only the intended number (for example 1388937ХХХХ), for calls to landline numbers dial 0(city code + number). For calls abroad from Chinese mobile number you should apply for the international calls service at China Mobile или China Unicom. Also you can buy the IP card for cheap international calls.
In hotels usually dial 0 or 00 + number for international calls.
